What knowledge will I acquire with this Master?
The teachings of the Master are located within the policy applied studies and, in this sense, seek to improve the skills and competencies of professionals located at the higher levels of the formulation and management of public security, crisis and emergency policies or at higher levels. technicians not involved in operational tasks, such as those in study and analysis offices of national, regional or local governments, but involved in the analysis and formulation of security policies.

The Master's curriculum and its teaching method have been designed with the aim of providing adequate postgraduate university training for Directors, Managers, Managers, Analysts, Advisors and Consultants of public security, and of crises and emergencies, preferably dedicated to work in or for public institutions, so that they can help formulate comprehensive policies, manage complex security and emergency plans, and develop crisis and emergency prevention programs; to officials of the Security Forces and Bodies and members of the Armed Forces who participate or may participate in the formulation of security or crisis management policies, programs or plans. In short, the ideal profile would be that of professionals with experience in the area of security or crisis management, who wish to improve their skills in order to be able to participate more effectively and efficiently in the formulation and management of policies, programs and security, crisis or emergency plans.
As a second option, people who have completed graduate studies in any of these areas (security or crisis management) and wish to improve the comprehensive vision of the system, strengthen their knowledge from the public policy dimension and acquire skills for formulating and management of programs and plans in these matters.
Objectives
This academic degree offers broad and multidisciplinary training in public security management, risk assessment and prevention, and crisis and emergency management. The content of its study plan responds to the demands posed by a dynamic, modern and increasingly multicultural society in a democratic context in which justice, freedom and security constitute the axis of the political model of the State.
This degree presents a new model that is not only concerned with complete training in terminal skills, but also presents and defines the new expert in public security as a knowledge worker prepared to respond quickly to the different requirements associated with the different risks.
The design, structuring and carrying out of the studies in Security, Crisis and Emergency Management supposes, in short:
- Respond to the needs of civil society by completing a university degree that introduces comprehensive and up-to-date training in public security and crisis and emergency management.
- Allow the development of a career for public security professionals who, at present, see their chances of advancement and promotion limited due to the scarce and inadequate academic offer related to their field of action, for which they are forced to access other types of studies unrelated to their professional work.
- Create operational research models that increase professional knowledge according to the demands for training in prevention and management of security, crises and emergencies from the different needs.
- Develop vectors of knowledge that allow an immersion in the areas of information, prevention and action, in accordance with social demands and pluralism.
Competences
On the one hand, in what refers generically to the expectations regarding the achievements and capacities related to the qualifications (results) that represent the end of each cycle of Bologna, the results that the students of the Master are expected to achieve are:
- Demonstrate knowledge and understanding that builds on, and goes beyond and beyond, the level typically associated with grades and that provides a foundation or opportunity for originality in the development and/or application of ideas, often in the context of the investigation.
- Be able to apply their knowledge and understanding, as well as their skills, to solve problems in new or unfamiliar settings and in broad (multidisciplinary) contexts relative to their field of study. Acquire the ability to integrate knowledge and face complexity and also to formulate judgments based on incomplete or limited information, including the ability to formulate reflections on the social and ethical responsibilities linked to the application of their knowledge and judgments.
- Be able to communicate your conclusions and the knowledge and conceptual framework on which they are based, both to expert and non-expert audiences, clearly and unambiguously.
- 4. Develop learning skills that allow them to continue their studies in a largely self-directed or autonomous manner.
As for the competencies that the Master should provide, three stand out generic:
- The acquisition of knowledge and skills to explore the dynamics that lead to crises and insecurity.
- The acquisition of knowledge and skills to manage the best responses to crises and to recognize the failures in the responses to these crises in order to avoid them in the future.
- The development of attitudes of respect for the system of fundamental rights and freedoms and commitment to equal opportunities between men and women, with the principles of equal opportunities and universal accessibility for people with disabilities and with the values of a culture of peace and democratic values.
As for the specific skills:
- Provide knowledge of systemic analysis of the environment and understanding of the great social trends of our time.
- Provide knowledge and skills for understanding the risks inherent in our society and their possible prevention.
- Provide the set of knowledge necessary to understand the complexity, diversity and dynamic nature of criminal acts, deviant behavior and threats to public and private security.
- Provide the knowledge and techniques that allow students to manage information and prospective intelligence, in order to make risk forecasts.
- Provide knowledge and skills to deal with risks typical of current societies. Specifically: having strategic attitudes and knowing the basic elements of strategic planning and the coordination of preventive security devices, knowing how to direct and manage crisis teams; know and respect the institutional legal scope of the security system in Spain, with special reference to democratic values;
- Transmit the essential foundations of the public policy approach and decision-making models, with special reference to security policies.
- Provide knowledge and techniques on how to generate meaning and direction and how to assist in the correct termination of crises, with the consequent post-disaster management. Specifically, knowing how to manage communication in crisis and emergency situations; have the appropriate attitudes and the correct techniques for negotiation, mediation and resolution of social conflicts).
- Training for the professional use of information and communication technologies in their different fields of action.
- Training for autonomous learning of new knowledge and techniques.
Finally, the transversal and basic competences would be:

Admission and enrollment
Admission:
The requirements for access to the proposed title are according to article 18, of Royal Decree 822/2021, of September 28:
- Possession of an official Spanish Graduate or Graduate university degree or equivalent is a condition for accessing a Master's Degree, or, where appropriate, having another University Master's degree, or titles of the same level as the Spanish Bachelor's or Master's degree issued by universities and higher education institutions in an EHEA country that in that country allow access to Master's degrees.
- In the same way, people in possession of titles from educational systems that are not part of the EHEA, which are equivalent to a Bachelor's degree, will be able to access a Master's Degree in the Spanish university system, without the need for homologation of the title, but verification by of the university of the level of training that they imply, as long as in the country where said title was issued it allows access to university postgraduate level studies. In no case will access through this route imply the homologation of the previous degree held by the person concerned or its recognition for other purposes than that of carrying out the Master's degree.
Candidate selection:
The selection of applicants is made by the Head of the Master and will be by submitting a standardized curriculum with the specific profile required.
Offer of places: 30 places. If the minimum number of students envisaged is not reached in a course, the University may choose not to open the teaching group.

- Article 6.1.2. The favorable resolution of the request for total cancellation of registration does not necessarily imply the refund of the amount paid by the student. To do this, the requirements established in the Article 10.3 of the present regulations.
- Article 11.3. The extension of the period of permanence will be requested through the procedure established for this purpose by the Rey Juan Carlos University in the electronic office, within the established period. The Rector may authorize the continuation of studies in those cases in which exceptional causes, duly documented, have affected the academic performance of the students., valid for that academic year (up to a maximum of one year).
- Article 11.4. In accordance with what is established by the Article 4 of these regulations, those students whose request to remain is resolved favorably will have to enroll in all the remaining subjects to complete their studies.
- Article 11.5. For subjects with an indefinite call, once the extension of the permanence period is granted, the fees corresponding to the second and successive registrations will be paid according to the corresponding Public Price Decree as long as they have been previously enrolled in that subject.
- Article 12.4. Once this is granted, the student must enroll in accordance with the provisions of the Article 4 of the present regulations.
- Article 12.5. For subjects with an indefinite call, once continuity in the University Master's studies is granted, the fees corresponding to the second and successive registrations will be paid according to the corresponding Public Price Decree as long as they have been previously enrolled in that subject.

Renewal of accreditation
The renewal of the accreditation represents the culmination of the implementation process of the official Bachelor's and Master's degrees registered in the Register of Universities, Centers and Degrees (RUCT). The renewal of the accreditation of official bachelor's and master's degrees is organized in three phases: self-assessment report, external visit and final assessment.
In the first phase, the university describes and assesses the status of the degree with respect to the established criteria and guidelines. The result is the Self-Assessment Report (IA) that is presented. The second and third phases are carried out by a group of evaluators external to the evaluated title.”
