Objectives: |
1) Develop research and cooperation projects in water economics (SO1): the chair will promote and contribute to scientific production on water economics and challenges in water security, in particular on the impacts of climate change on water resources. (SDG-6) (access to water, sanitation and hygiene) and transboundary cooperation in water resources as an important pillar. This activity will consist of: 1) Working on national, regional and international research projects related to the economy of water, as well as cooperation projects focused on guaranteeing access to water and sanitation; 2) facilitate transboundary water cooperation in joint management of shared water resources; 3) strengthen research on the challenges of water security: climate change, water scarcity and quality; 4) Production of scientific articles, as well as other publications for a broader and general public; 5) Organization of a biannual Congress on Water and Peace, which includes the edition of a magazine based on the contributions of the participants (call for papers); 6) Participation in national and international conferences organized by other institutions that also work on water and sustainable development; 7) Award for Excellence in water economics and peace research (PhD, Master's and Bachelor's degrees) 2) Serve as a laboratory for ideas, innovative proposals and policy advice on water economics and work as an Observatory for Water and Peace. In addition, by providing knowledge to the scientific community, the UNESCO Chair for Water and Peace will also generate exchanges of opinion and debates that can help decision-making and inform civil society about the economics of water and peace, the sustainable development and how to promote regional cooperation derived from using and sharing water resources. The Chair will also enable intercultural dialogue, the prevention of violence and the peaceful resolution of conflicts. Our goal is for the Chair to be a regional research center capturing best practices and promoting effective initiatives to facilitate transboundary water cooperation, especially technical cooperation in the joint management of shared water resources. The Chair will function as a Think Tank, which will act as a platform to organize and coordinate different events and activities that will encourage the promotion and exchange of ideas, exchanges of opinions, debates and decision-making processes. These events and activities will be: 1) Seminars, conferences and workshops on water economics, water and peace and water and climate change, aimed at students, professionals and citizens; 2) Meetings with the aim of bringing together the best talents and ideas on water, education and communication; 3) Monitoring and exchange of data and water information systems; 4) A periodic publication with content from nearby authors from different regions, disciplines, etc. 3) Internationalize and improve the current university programs (SO3): the academic teaching program of the UNESCO Chair in Water and Peace will be based on the current programs of UNED and URJC, which will be improved to provide students with a better understanding and training . in relation to the economics of water, sustainable development and water and peace. One of our main goals is to improve the quality of education and promote gender equality. The teaching program will operate at different academic levels: bachelor's, master's and doctorate and will be based on the best educational technology available, promoting information and communication technologies (ICT). It will include case studies oriented to the strategic lines of the Chair, as well as the International Hydrological Program of UNESCO. In addition, new content will be implemented from a multidisciplinary perspective (economic, legal, social, environmental and engineering). All programs will be offered in Spanish and English (internationalization). The Chair will benefit from the global presence of UNED. Our objective is to carry out special cooperation activities in Africa (Equatorial Guinea) and in Latin America (Argentina, Brazil, Mexico and Peru) (Brazil and Mexico participate in the UNESCO E9 Initiative). But also using the UNED network of associated centers in Spain (with 61 associated centers throughout its territory) and in 5 European countries: Belgium, France, Germany, Switzerland and the United Kingdom. For all these countries, the Chair will offer and promote exchange programs for water academics and professionals between universities, research centers and other institutions related to water. This will promote and improve North-South, South-South triangular cooperation and, in addition, will open the possibility for other Universities or other public and private sector entities in these countries to join the chair network. The Chair will promote internships and exchange programs for students, technical and vocational education and training, and professionals in the water sector. To this end, the Chair will collaborate with R&D centers dedicated to water management (especially in irrigation and urban management). Finally, the chair will work with NGOs that have a key role in connecting the goals of researchers with the needs of civil society and local communities. 4) Disseminate advances in the water economy and knowledge of water and peace (SO4): one of the objectives of the UNED-URJC UNESCO Chair will be to protect and promote the transmission of culture, heritage and dialogue to development, in the water field. For this, the chair will continue the publication of scientific articles and other general publications and the organization of seminars, conferences, meetings, etc. To spread its activities, UNECO UNED-URJC will establish several digital platforms, a website and the use of social networks. The website will host a water-related Ph.D. platform, a water economics database, and regular publication of relevant news from water-related institutions. |

Introduction The creation of a Chair at the Rey Juan Carlos University of Madrid on "The Parliamentary Monarchy" is appropriate and useful in our days. Article 1 of the Constitution defines, in its first section, the nature of the social and democratic State of Law and its fundamental values; in its second section it is recognized that national sovereignty resides in the Spanish people, from whom the powers of the State emanate; and, finally, in the third it is stated: “The political form of the Spanish state is the parliamentary monarchy.". The Parliamentary Monarchy Chair is the first university center for research, knowledge, debate and dissemination on the various aspects contained in the definition and in the concept of Parliamentary Monarchy. After almost four decades of development and analysis of our State, especially in its democratic-social dimension and in those referring to national sovereignty and regional decentralization, it seems necessary to devote attention:
First, relying on the fact that the King is "symbol of their unity and permanence” of the State, the Chair plans to dedicate its intellectual efforts to issues and problems of the State of Autonomies. Second, the parliamentary monarchy concept opens a specialized space to study current problems of our political system: from the deficiencies of political parties such as “fundamental instruments for political participation”; following by the lack of social interest in the activity of the elected public representatives; until arriving at the new problems of communication, which are moral problems referring to the truth in the democratic debate, between the voters, the elected officials and the media. Third, the specialty that article 56 attributes to the King in international relations “with the nations of its historic community” invites us to study and debate Spain's capacity to be an active agent in the processes of economic and political unity that are taking place in Ibero-America. Due to the strategic importance of relations with the historical community -which also extends to African and Asian nations-, the Chair will deal with this reality that points to the future of our international policy.
