The URJC produces its own White Paper

Specifically, they have prepared a White Paper on the Application of the BIM Methodology in existing assets, the first of this model to be applied in a public administration

Jaime Riveiro Fernandez

The document has been developed within the framework of the “Smart Campus” project, directed by the Energy Efficiency Unit (UNEFE) and the Office of the Vice President for Innovation and Transfer. It is based on the UNE-EN-ISO 19650 standard, both part I and part II, and is characterized by being oriented towards the management of existing assets and the creation and maintenance of Asset Information Models (AIM), buildings that they did not require any BIM (Building Information Modeling) requirements at the time of their construction. “This document is pioneering within the public administration as it is based on the set of new BIM standards of the UNE-EN ISO 19650 series but focusing its approach and application on already built buildings, regardless of the design and execution process they had in mind. their time because they present the greatest opportunities for improvement in all areas”, explains Juan Antonio Melero Hernández, Vice-rector for Innovation and Transfer.

In this way, the book will function as support for companies that seek to collaborate with the URJC in digitization, maintenance, construction or rehabilitation projects. "This White Paper for the URJC is the first stone on the road to standardization and effective management of all the information on its real estate assets through the application of an internationally recognized methodology that will be in common use within the public administration," he adds. Melero. To do this, it will offer those interested the procedures, annexes and, above all, information about different aspects: specific BIM objects of the URJC, along with their levels of graphic development, templates, preparation of the BEP (BIM Execution Plan), among others. .

All these documents are located in a secure and collaborative Common Data Environment (CDE), allowing all companies and collaborators to obtain a clear definition of each project and, thanks to this, facilitating active participation by all members in all the process phases.

Regarding the process of preparing the book, the project has been coordinated by Javier Orellana, Energy Manager of the URJC, and everyone who participated in the process was invited from the outset, thus creating a document "by and for the organization ”. “The elaboration process has been based mainly on the communication and participation of all those parties, both internal and external to the organization, involved in the management, use and maintenance of the buildings”, explains Melero. However, they encountered some other problems when creating the White Paper. "The main problem has been the dispersion and lack of homogenization of the starting information and the analysis of the final objectives to avoid incurring in excesses of generalization that would make the project less effective," argues Melero.

To date, two digital models have already been made taking into account the principles of the White Paper and can be seen through TV URJC and by downloading via WeTransfer. On the one hand, there is the one corresponding to an administrative building of the Mostoles campus and, on the other hand, there is the one related to a teaching building in the campus of Fuenlabrada.
