Graduated in Economic and Business Sciences from the Complutense University of Madrid, he has a Master's degree in public research management (Ministry of Public Administrations).

Civil servant, from the scale of Specialized Higher Graduates of the Higher Council for Scientific Research. Personnel Registration Number: 5014771268 A 5405. Level 30 Consolidated.

Before joining as General Manager of the URJC in April 2022, he has been Advisor Member in the General Secretariat of the Higher Council for Scientific Research; belonging to the Ministry of Science and Innovation, where he has also exercised the powers of Secretary General of the Spanish Institute of Oceanography.

Between 2012 and 2021 he has been Manager of the Autonomous University of Madrid. And from 2006 to 2012, he was General Secretary of the Spanish Institute of Foreign Trade (ICEX), of the Ministry of Industry, Trade and Tourism.

Previously, he developed his career at the Cervantes Institute, belonging to the Ministry of Foreign Affairs, where between 1999 and 2006 he was Secretary General, with the rank of Director General and. Previously, since 1996, Director of Administration, he was also secretary of his board of trustees.

His professional experience is completed in positions such as Technical Adviser of the Cabinet of the Undersecretary of the Ministry of Economy and Finance, Deputy Director General of Services in the Ministry of Commerce and Tourism, Head of the Budget Office in the Presidency of the Government (Ministry Spokesperson of the Government), Technical Advisor in the Central Services of the CSIC, Manager in the Royal Botanical Garden, as well as in various positions in the Center for Molecular Biology and Center for Biological Research, all of them of the CSIC.

He has belonged to the Board of Directors of the Cervantes Institute, the Spanish State Society (P4R, SA), Telfisa, ICEX and the State Asset Management Society (Agesa).
