The I COMCLARA International Congress will try to debate the need to improve the institutions-citizen dialogue. It is celebrated on November 9 and 10 online.

Everyday activities such as applying for a scholarship, understanding a fine, drafting a contract or understanding the electricity bill have a place in the I International Congress of Clear Communication COMCLARA, which will bring together experts in different related areas on November 9 and 10 with clear communication and the right to understand.

Clear Communication requires a change in communication culture on the part of the Administration. The central issue is that citizens understand any document they read (contracts, forms, speeches, etc.). A message adapted to various channels is required. Clear language focuses on the effectiveness of the messages and citizens have the right to easily understand what is communicated to them.

The symposium aims to "bring into contact the academic, professional and social interests of all those people concerned about the right to understand." This is explained by the directors of the event, Ricardo Vizcaíno-Laorga (URJC) and Blas Subiela (UCAM), who have defined a program of presentations and communications involving "communicators, linguists, jurists, translators, experts in transparency and public administration, designers graphics, experts in user experience (UX), inclusive communication, disability and vulnerable audiences.

Focused, on this occasion, on vulnerable audiences, such as children, present on the Internet at increasingly younger ages, it also encompasses different thematic areas related to clear communication and classified into four general blocks: specialized languages (administrative, legal and technical), design and technology (graphic design, infographics, information visualization, user experience, user interface, usability), clear communication as a right (easy reading, inclusive communication, subtitling and audio description, translation and clear communication , plain language) and transparency (transparency and open government, corporate social responsibility, clear communication and reputation).

Co-financed by the European Union and the Rey Juan Carlos University and organized by the Rey Juan Carlos University (URJC), together with the San Antonio Catholic University of Murcia (UCAM) and the Autonomous University of Barcelona (UAB), it has the collaboration of the consulting firm Prodigioso Volcán and the scientific magazines Sphera Publica and grafica.

The importance of clear language

Communicating clearly “means transmitting information relevant to citizens in an easy, direct, transparent, simple and effective way through any of the different channels [...] and adapted to their particularities” (consultant Prodigioso Volcán). For clear communication to be possible, it is essential to use clear language. According to the International Plain Language Federation, “a communication is in plain language if the language, structure, and design are so clear that the intended audience can easily find what they need, understand what they find, and use that information.” These principles are necessary to make effective the right to understand, essential for citizens to be able to exercise the rest of their rights against private organizations and public administrations.

Given that clear communication has implications in many areas, some of them little explored, others not systematized (from digital procedures with different administrations to the privacy or cookie policies of a social network), clear communication and the right to understand They are essential when it comes to documents and/or processes whose recipient should understand without problems: visual design, user interface, user experience, accessibility, usability or neurolanguage, among other areas, encompass Clear Communication.
