Presentation at CESEDEN of Strategy Notebook 223 on "Challenges and responses to the chemical threat" carried out by a multidisciplinary work team chaired by Professor Vicente Garrido Rebolledo

The Higher Center for National Defense Studies (CESEDEN) and the Spanish Institute for Strategic Studies (IEEE), presented on April 3, 2024 the "Strategy Notebook 223" on "Challenges and responses to the chemical threat" in the facilities of the Ministry of Defense.

The Higher Center for National Defense Studies (CESEDEN) and the Spanish Institute for Strategic Studies (IEEE), presented on April 3, 2024 the "Strategy Notebook 223" on "Challenges and responses to the chemical threat" in the facilities of the Ministry of Defense.

This notebook, which completes and updates the trilogy of publications dedicated to weapons of mass destruction (nuclear, biological and chemical), offers a broad and detailed perspective on the chemical threat, highlighting both the international and national response to these challenges. The work is structured in three interrelated blocks that range from the conceptualization of the threat, the security architecture to the various intervention capabilities, especially in the field of civil protection in Spain.

Professor Vicente Garrido Rebolledo, Vice Dean of Research and International Relations of the Faculty of Legal and Political Sciences of the Rey Juan Carlos University, has been in charge of directing the multidisciplinary team that has worked on the preparation of this document.

At the presentation event, Professor Garrido highlighted the importance of continually adapting our security and defense strategies to face the complexities of modern threats. "It is imperative that we integrate technical knowledge and international collaborations to strengthen our response capabilities," he said during the presentation roundtable.

The publication is available on the IEEE website and consists of several chapters that delve into regulatory aspects, counterproliferation in conflict zones, the use of chemical agents by lone actors, among other critical topics. Each chapter contributes significantly to the understanding and preparation for possible chemical threat scenarios.

With this launch, CESEDEN and the IEEE reaffirm their commitment to promoting a strategic and up-to-date approach to national security and emergency management, providing a valuable knowledge tool for experts and those responsible for formulating defense and security policies. in Spain and beyond.
