Andres Martinez Fernandez

Vice President for Quality and Strategy

Professor of the Department of Signal Theory and Communications and Telematic Systems and Computing of the URJC. He is a Doctor of Telecommunications Engineering from the Polytechnic University of Madrid, where he obtained the extraordinary doctorate award in 2003. He has been Deputy Director of Teaching Organization at the ETSIT-URJC between 2005 and 2009 and Academic Secretary of his department since 2014. He is a member of the Ashoka Network of Social Entrepreneurs and a Fellow of the Lemelson Foundation since 2009. He directed the Master's Degree in Telecommunication Networks for Developing Countries of the URJC for several years and has currently recognized 4 five-year teaching periods, 3 six-year research periods and 1 transfer.

His main line of research is oriented towards the application of information and communication technologies to improve the quality of life of isolated and dispersed populations in developing countries, working especially in rural communications and telemedicine. In this field he has directed a multitude of research projects financed by national and international entities such as the European Commission, the World Bank, the Inter-American Development Bank, the Andean Development Corporation, the AECID or USAID. He has published numerous articles in high-impact indexed journals and edited and written several books on the subject. He promoted the creation and coordinated the EHAS Foundation from its inception. He has carried out research stays at several prestigious universities, as well as at the Pan American Health Organization in Washington DC.

The Vice President for Quality and Strategy coordinates and supervises, under the direction of the Rector, the following matters:

  • Design, writing, execution and monitoring of the Strategic Plan of the Rey Juan Carlos University
  • Process of verification, modification, monitoring and renewal of the accreditation of the official degrees of the Rey Juan Carlos University and implementation of the institutional accreditation
  • Generation of data, statistics, reports and technical studies to support institutional decision-making and for the internal and external dissemination of corporate information (SIIU, CRUE, etc.)
  • Implementation, development and certification of the Internal Quality Assurance System
  • Obtaining quality seals in the degrees and centers of the Rey Juan Carlos University
  • Control and monitoring of the positioning of the Rey Juan Carlos University in the main national and international university rankings
  • Design and implementation of the General Plan for the Collection of Information and its analysis and processing
  • Promotion of University Social Responsibility, promoting the concept of an inclusive and accessible, healthy, sustainable and caring university, focused on achieving the Sustainable Development Goals

  • Contribution to the Sustainable Development Goals (SDG) of the 2030 Agenda, both in the university community and in the transformation of its socioeconomic environment, generating synergies with other units and programs of the URJC and creating multi-stakeholder networks and alliances (supported by the Director of the URJC-2030 Project, Professor María Najarro Parra)
  • Promoting a comprehensive higher education, committed to the needs of the social environment, in which skills are acquired that allow the development of civic, ethical and social dimensions in the teaching and learning processes and training actions and dissemination of the ApS methodology are promoted. (helped by the Director of the University Service Learning Office, Professor Rocio Samino García)
  • Preparation of the University Social Responsibility report and measure its future evolution, based on quantifiable indicators, representative of the reality of our university and of the most outstanding national and international rankings
  • Coordinate with the Green Office, the Equality Unit, the Diversity Unit (Directed by Professor Miguel Ángel López Sáez), the Healthy University Program, the Cooperation and Volunteer Unit and the Office of Assisted Interventions with Animals, developing actions that strengthen people's attitudes and behaviors towards sustainable development, inclusion and equity, promoting the incorporation of criteria of sustainability in teaching, research, administration and management of the URJC.

Ms. Rocío Samino García. Director of the University Service-Learning Office of the Rey Juan Carlos University

Competences

  • Promote comprehensive higher education, committed to the needs of the social environment, and aimed at achieving the Sustainable Development Goals of the 2030 Agenda.
  • Raise awareness among members of the university community about the importance of implementing the Service-Learning (ApS) methodology for the acquisition of social skills that allow the development of civic, ethical and social dimensions in the teaching and learning processes and promote training and dissemination actions of the ApS methodology between them.
  • Promote the development of SL in the subjects of the study plans of the official degrees offered by the University, through the support and institutional recognition of projects in all areas of knowledge.
  • Promote synergies between the different Faculties, Schools and Centers of the University around ApS projects, promoting the creation of interdisciplinary work groups and promoting the presence and participation of the University in academic and scientific networks of ApS.
  • Promote and promote the signing of agreements and collaboration agreements with entities of the public sector and the Third Sector of Social Action for the implementation of SL activities and projects.

  • Develop actions that strengthen people's attitudes and behaviors towards sustainable development, inclusion and equity, promoting the incorporation of sustainability criteria in teaching, research, administration and management of the URJC.
  • Promote activities to raise awareness and train the university community in sustainability, calculate the Carbon Footprint of the URJC, and promote a more efficient use of resources. Coordinate the Green Office of the URJC.
  • Prepare, monitor and evaluate the Equality Plan of the URJC. Ensure compliance with current legislation on effective equality between women and men. Coordinate the Equality Unit of the URJC.
  • Design, execute and monitor the activities of the Healthy University Program of the URJC, to create a university environment that promotes health with the offer of services and activities on campus.
