The Rey Juan Carlos University analyzes the main discussions related to Fundamental Rights in the European Union on May 9 and 10 in a virtual double conference and with the help of specialists from several universities.

The meeting, entitled 'Human Rights as a permanent debate in the European Union', will be carried out through teams and wants to convey, both to URJC students and the general public, the issues that have to do with Human Rights in this area of ​​the world.

As the professor of the History of Law and Institutions area, Julio Guinea, points out, "we want to transfer to students and the general public the questions related to a topic of vital importance today in the framework of the debates that take place in the within the European institutions”.

Among the topics to be discussed are issues such as the situation of human rights in the diversity of the EU, fundamental rights from the point of view of women, the role of the Sakharov prizes or the transformation of the Union through Human Rights. , among others.

Among the speakers, in addition to Professor Bonilla; They will be Rogelio Pérez Bustamante, Jean Monnet Professor of History of European Integration; Araceli Mangas, professor at the UCM, or Cristina Hermida, professor at the URJC.

Throughout the presentations, current issues will surely appear, such as the challenges posed by member countries such as Hungary or Poland. As Julio Guinea points out, “the European Union has several mechanisms to sanction countries that do not comply with their Human Rights Charter. A few days ago, Hungary was notified that it would not receive European funds if it carried out policies contrary to the Charter”. “The European Commission (EC) is going to invoke conditionality very frequently and the European Court of Justice, which is going to see its importance believe, which is going to have to settle questions of law such as those caused by Poland, with its constitutional reforms and Hungary".

Regarding Ukraine, whose relationship with the EU has been accelerated and increased after the Russian invasion, Julio Guinea points out that "as it is a country at war and there are flagrant violations of International Humanitarian Law by both sides, although mainly by the Russian, their situation is not comparable to that of the rest of European democracies. The first step is for the war to end. After that, the EC will check the degree of compliance with Fundamental Rights in the country”.

The conference is organized by the URJC and the UDIMA, which teach the EU-CHINA master's degree, and by the Emile Noël Study Center. It will be inaugurated by the rector of the Distance University of Madrid (UDIMA), María Concepción Burgos García; the vice-rector for International Relations of the URJC, María Luisa Humanes Humanes, and the general director of Cooperation with the State and the EU, José Francisco Herrera Antonaya. The event also has the support of the European Union and the Community of Madrid.
